- The Catalogue for Philanthropy publishes an annual "Generosity Index" for all 50 states based on IRS tax return data. There is always a two year lag in the data, so the 2005 report is based on 2003 data. Unlike the Chronicle of Philanthropy study, this index makes no attempt to determine giving as a percentage of discretionary income. It would however, give you a sense as to whether chartitable giving was going up or down at the state and national level.
