Neighborhood Revitalization Strategy Area (NRSA)
 The Neighborhood Revitalization Strategy Area (NRSA) Program
develops and implements comprehensive action plans for improving
Kenosha's low and moderate-income neighborhoods under the federal
Community Development Block Grant Program.
The NRSA Program in Brief
The Neighborhood Revitalization Strategy Area (NRSA) Program
maximizes the impact and effectiveness of Kenosha's neighborhood
revitalization efforts by concentrating Community Development
Block Grant funds and other supplementary resources in a small
number of low and moderate income neighborhoods. Participating
neighborhoods are termed Neighborhood Revitalization Strategy
Areas (NRSAs). Currently Kenosha has the Lincoln and Columbus
neighborhoods designated as the NRSA.
The goal of the Neighborhood Revitalization Strategy Area (NRSA)
Program is to achieve substantial and comprehensive improvements
in the physical, housing, social and economic conditions of the
neighborhoods within a reasonable period of time. This focused
effort is designed to yield effects crucial to the long-term
viability of the neighborhoods such as positive investment climate,
resident pride and increased citizen involvement in the community.
Specifically, the Kenosha NRSA has identified these five
goals:
- Improve individual and family economic well-being by organizing
community resources and services to enhance employablility
and increase neighborhood employment opportunities.
- Utilize the neighborhood's housing stock to improve the overall
economic viability of the community and its residents by creating
opportunities for sustainable home ownership and by providing
home improvement eduation to existing home owners.
- Support long-term economic stability and growth by promoting
and strengthening the capacity of residents to value diversity
and work together to identify, address and monitor critical
revitalization issues.
- Stregthen the linkages between resident needs and available
city services and community resources (i.e. small neighborhoods
parks) in order to improve the community's overall quality
of life.
- Improve vocational preparedness and potential for self-sufficiency
for youth.
