Monroe Parking Study Executive Summary

In 2002 the City of Monroe considered increasing the cost of parking fines in order to keep revenues in line with parking enforcement expenses.   Because this recommendation was met with resistance, the City of Monroe Common Council and the Monroe Downtown Business Improvement Board agreed to fund a yearlong parking study to be overseen by a six-member steering committee.   The purpose of the study was to provide local policymakers

with objective data to use in creating and implementing plans to enhance, manage and enforce parking in downtown Monroe.
