Wisconsin's Medical Assistance Managed Care Expansion

WHAT:
Beginning fall 1996, every eligible family will be enrolled in an HMO and will only be able to receive their care from that provider (as with any managed care enrollment). The hope is that families will select their HMO.

WHO IS ELIGIBLE:
Will affect over 150,000 eligibles statewide any AFDC or Healthy Start Medical Assistance eligible family

NOTE: mandatory enrollment does NOT apply to Social Security Supplemental Insurance recipients--disabled and over 65 lives in county where at least two HMOs have been certified to enroll this population

WHEN:
Phase I begins August 25, 1996 when first informing materials are mailed to recipients.
Phase II begins October 28, 1996
Phase III begins December 30, 1996

HOW:
Each family will be given an opportunity to select one HMO for their health plan. Automatic assignment to an HMO will occur if a family does not select. In order to help families understand what they are required to do, an outside, impartial specialist organization has been hired to perform outreach. Informing materials will be distributed over an 8 week period, with announcements, reminder cards, and phone call follow-up if needed.
