The Department of Health and Family Services is committed
to improving the quality and accessibility of health, social and demographic
information on the local and state levels. Their goal is to maintain accurate,
complete and timely databases and to make information accessible in a variety
of ways. Check out this site for the list of available data.
This page represents an effort by the Collaborative
Population Health Data Group of the Wisconsin Health Policy Network.
The group seeks to improve electronic access to Wisconsin health data.
Established in 1994, with core funding from the University of Wisconsin Medical
School, the Network is located in the Department of Preventive Medicine. The
Network seeks to bridge the gap between academics, legislators and other state
government officials, private-sector policy-makers, provider organizations,
and consumers by bringing together people and data focused on health
policy issues of importance to all state stakeholders. On campus, the Network
works to enhance the collaborative relationships of more than 150 UW faculty
and researchers involved in various types of health services and policy
research.
Wisconsin's Office of Health Care Information (OHCI) collects and reports utilization and charge data on hospitals, hospital discharges, hospital-based outpatient surgery and selected freestanding ambulatory surgery throughout Wisconsin. OHCI now features on-line access to its health information data bases, with one set of interactive tools for the general public and another for those more familiar with health data terminology.

located in Atlanta, Georgia, USA, is an agency of the Department of Health
and Human Services. Comprehensive site on a variety of health topics,
as well as depository of much of country's basic health data.

Community Health Link
is the newsletter of the Wisconsin Primary Health Care Association (WPHCA)
which was founded in 1982 to represent the interests of medically underserved
communities and community-based health care providers throughout Wisconsin.
The Rural Wisconsin Health Cooperative promotes the
preservation and furthers the development of a coordinated syst em of rural
health care which provides both quality and efficient care in settings that
best meet the needs of rural residents in a manner consistent with their community
values. The site includes general information on RWHC and members, and current
and past issues of their monthly newsletter, Eye On Health. This site
provides links to rural health sites and a list of access services currently
available to non-members in and outside of Wisconsin.
The State Medical Society of Wisconsin (SMS) is a non-profit,
professional organization that represents nearly 8,500 member physicians,
residents and medical school students in the state. Their home page aims to
provide Wisconsin's physician members and the health care community with a
valuable resource of news and information.

National Health Policy Information

The Agency for Health Care Policy and Research, AHCPR, a
part of the U.S. Department of Health and Human Services, is the lead agency
charged with supporting research designed to improve the quality of health
care, reduce its cost, and broaden access to essential services. AHCPR's broad
programs of research bring practical, science-based information to medical
practitioners and to consumers and other health care purchasers. This
site links to this research and other consumer-related information.
A searchable site for all federal legislative, Congressional
record and committee information. Very technical information but the
best way to find it.
NNH's home page is easily accessible using either graphics-based
or text-only protocols. User-friendly, every NNH page presents frames with
"hot buttons" to easily navigate the contents or link to other relevant resources
on the World Wide Web. The home page includes information on NNH's mission
and guiding principles, educational products, work group information, collaborators
and contacts, guidelines for submitting documents, and links to health and

The Bureau of Primary Health Care (BPHC) is part of the Health Resources and Services Administration (HRSA), one of eight agencies of the Public Health Service in the Department of Health and Human Services. This site includes the mission and priorities, organization, and programs of BPHC. They provide access to the BPHC Access On-line Information System and BPHC Databases from this site, as well as links to some Internet sites related to primary care.

The Electronic Policy Network is the clearinghouse for the
latest progressive policy research and reports from the nation's leading research
institutes, think tanks, and policy organization.
Here, we link you to the Idea Central, the virtual magazine of the electronic policy network. From their Health Policy section, you can find general information on health policy and the basics of Medicaid and Medicare Reform.
The Alliance for Justice is a national association of environmental,
civil rights, mental health, women's, children's and consumer advocacy organizations.
Since its inception in 1979, the Alliance has worked to advance the cause
of justice for all Americans, strengthen the public interest of
community's ability to influence public policy, and foster the next generation
of advocates. Some links to publications and resources, but mostly membership
information.
Established in 1976, this non-profit and non-partisan health
policy center helps public and private sector clients respond to health care
challenges by providing the essential keys to policy-making: objective information,
insightful analysis, and expert strategic planning and program management.
Along with the information about the center and their publication, their site
includes state and national programs and resources related to health care
policy.
The American Prospect Online is the award-winning electronic
version of THE AMERICAN PROSPECT, a journal for the liberal imagination.
They publish articles for the general reader that attempt to break through
conventional understanding and creatively reframe public questions.
Founded in 1930, the American Public Human Services Association
is a nonprofit, bipartisan organization of individuals and agencies concerned
with human services. APHSA educates members of Congress, the media,
and the broader public on what is happening in the states concerning welfare,
child welfare, health care reform, and other issues involving families and
the elderly. Site includes links to publications, as well as information
relevant for membership.
The Center on Budget and Policy Priorities is a nonpartisan research organization and policy institute that conducts research and analysis on a range of government policies and programs, with an emphasis on those affecting low- and middle-income people. It is supported primarily by foundation grants. Currently from their site, you can find recent reports on the budget battle, living standards, welfare reform, and health policy.
Consumers Union, publisher of Consumer Reports, is an independent,
nonprofit testing and information organization serving only consumers. The
site reports, "We are a comprehensive source for unbiased advice about products
and services, personal finance, health and nutrition, and other consumer concerns.
Since 1936, our mission has been to test products, inform the public, and
protect consumers. Our income is derived solely from the sale of Consumer
Reports and our other services, and from noncommercial contributions, grants,
and fees. We report on current issues of concern to consumers. Our staff of
researchers, editors, and consumer advocates brings you in-depth information
on matters that affect your health, your money, and your well-being." The
site is well designed with information on health care reform, costs, Medicare
and the like.
Families USA, a national nonprofit organization, works at
the national, state, and grassroots levels with organizations and individuals
to help them participate constructively in shaping health care policies in
the public and private sectors. From their site you can find reports and analyses
they issue to educate the public, opinion leaders, and policymakers about
problems consumers experience in the health care marketplace and what should
be done to solve them.
The National Rural Health Association is a national membership
organization whose mission is to improve the health and health care of rural
Americans and to provide leadership on rural issues through advocacy, communications,
education and research. The site links to rural health research, publications
and resources, as well as organizational advocacy materials.
Physicians for a National Health Program is a single issue
organization advocating a universal,
comprehensive single-payer national health care program. PNHP includes members
with widely differing political views, united by our dismay at our nation's
widening gaps in income and access to medical care, the deteriorating public
health infrastructure, and the corporate takeover of the health sector. This
site includes position papers, fact sheets, and some consumer education on
health care needs.
The Rural Policy Research Institute conducts policy-relevant
research and facilitates public dialogue to assist policymakers in understanding
the rural impacts of public policies and programs. RUPRI has established an
unique international model for bringing objective external analysis to public
policy decision making. This is achieved through: (1) topical research,
policy impact modeling; and (2) through nationally recognized Expert Panels,
Working Groups, and Task Forces. You can find their work on this

Choosing a health plan is one of the more important decisions you will make
in your life and it can be one of the more confusing decisions as well. From
this web page, you can access managed care health plans definitions, managed
care health plans frequently asked questions, OCI publication "Consumer's
Guide to Managed Care Health Plans in Wisconsin," profiles of the twenty-three
health maintenance organizations (HMOs) that serve the residents of Wisconsin,
and HMO quarterly statement summary information.
The Biotechnology Education Program is a joint program between the UWBC and UW-Extension. One of the important missions of the UWBC is to provide biotechnology education to the public. website from the United States government. healthfinder(tm) can lead you to
selected online publications, databases, websites, and support and self-help
groups, as well as the government agencies and not-for-profit organizations
that produce reliable health information for the public.
The National Health Information Center (NHIC) is a
health information referral service. NHIC puts health professionals and consumers
who have health questions in touch with those organizations that are best
able to provide answers. NHIC was established in 1979 by the Office of Disease
Prevention and Health Promotion (ODPHP), Office of Public Health and Science,
Office of the Secretary, U.S. Department of Health and Human Services.

Excellent all-around site for consumer health information. It is sponsored by the former Surgeon General, Dr. Koop, and is well-documented and researched. A bit flashy, but you should be able to find what you are looking for regarding a wide variety of health issues. Sections included are: health news, family health, health resources, health and wellness, interactive communities and conditions and concerns.

The Foundation for Accountability -- is a not-for-profit organization dedicated to helping Americans make better health care decisions. FACCT's board of trustees is made up of consumer organizations and purchasers of health care services and insurance representing 80 million Americans. FACCT believes that America's ability to create a more responsive health care system depends on informed, empowered consumers who help shape the system, hold it accountable for quality and act as partners in improving health. To achieve this goal, FACCT creates tools that help people understand and use quality information, develops consumer-focused quality measures, supports public education about health care quality, supports efforts to gather and provide quality information, and encourages health policy to empower and inform consumers.
