YouTube™ UWEX Cooperative Extension Project/Movie Submittal Instructions

If you are a UW-Extension Cooperative Extension educator and have either a UWEX Cooperative Extension program related movie or a staff related educational movie that you would like to share with others via YouTube, you may submit it on a DVD/CD for uploading. You may either send us a fully prepared video that is already formatted for YouTube OR you may have us do the conversion and then upload it to YouTube. Complete DVD/CD preparation and mailing information is provided below. If you are not allowed to access YouTube at your site, you can download a PDF from Cooperative Extension Technical Services that explains why it is important to be allowed access.

NOTE: We require that the video be in final edited form before you submit it.  If you have never been involved in video creation, the information provided by  eSchool News may help you get started.  We require that your video is completely ready to be converted and/or uploaded to YouTube in one of the preferred submittal formats as described below.

YouTube Limitations

YouTube sets a limit on the size and length of videos that may be submitted. They may be no longer than 10 minutes in length and the file size may not be larger than 1 GB.  If you set up your own personal account on YouTube then these are your limits.

However, Cooperative Extension has established two UWEX Cooperative Extension accounts for educators and each account has different limits. You will be asked to select which account you would like your movie placed on; since each account has a different educational focus you will want to place your movie on one or the other.  In order to use any account, videos must be submitted for uploading by completing the form below.

*There are ten predefined categories for YouTube1: Community & Government; Farming; Environment & Natural Resources; Home & Family; Food, Nutrition & Health; 4-H & Youth; Lawn & Garden; Money, Business & Economic Development; News & Communications About Cooperative Extension; and General (We do not recommend selecting General). There are five predefined categories for YouTube2: Human Resources; New Colleague Information; News & Communications; Profesional & Technical Development; and Other.

Community Guidelines - What is Acceptable?

Here's a reminder concerning your submissions to UWEX Cooperative Extension. YouTube involves a certain level of trust and we trust you to be responsible and to abide by some common-sense rules. YouTube lists some Community Guidelines and attendant Guideline Tips that offer definitive explanation of those guidelines. In YouTube's own language, "Please take these rules seriously...Don't try to look for loopholes or try to lawyer your way around the guidelines, respect the spirit in which they were created."

Also respect copyright! Only upload movies that you made using content that you are authorized to use. NOTE: the form will require you to check a box that indicates you have obtained copyright permission. Information on copyright can be found at http://www.uwex.edu/ces/copyright/ . Please take special note of this paragraph from Cooperative Extension's copyright FAQ: Most materials that are fixed on a medium are automatically copyrighted, even if no copyright statement or symbol is on the work. Some examples of protected materials are: books, articles, websites, scribbles, software, paintings, photographs, graphics, architecture, films, music, and sound recordings.

You are responsible for obtaining any necessary copyright permission prior to completing the submittal form.

Preferred Submittal Format

YouTube accepts files in several formats including .WMV, .AVI, .MOV, and .MPG transferred from most digital cameras, camcorders, and cell phones.  However, the best results are obtained from saving your file with the following settings:

  • MPEG4 (Divx, Xvid) video format
  • MP3 audio
  • Video resolution: 480x360 or higher
  • Frame Rate: 24fps or higher

Save the .WMV, .AVI, .MOV, or .MPG file to a data DVD.  If your computer prompts you, DO NOT automatically create a complete movie DVD. 

Make sure your Movie fits on the DVD/CD

  • A DVD-R disk can save at least 4.7 GB of data.  However, your computer will need to be able to write DVDs. 
  • Most CDs only hold about 700Mb of data or maybe less than 80 minutes of video depending on the video format. If your files are too large, they will not fit. 
  • You can edit the video to make it smaller using Windows Movie Maker that is available from Microsoft for Windows PC users.  More information is available at: http://en.wikipedia.org/wiki/Windows_Movie_Maker
  • You can save the video in a compressed format to get the file size down. For example, WinZip or ZipItFree are available from ZDNet.com for downloading to your PC at http://downloads.zdnet.com/search.aspx?q=winzip .

Whether or not you posted your video to your personal YouTube page or you ask us to add your video to one of our Channels, you will need to complete the following form. Distance Education/Digital Media will add a link from your posted YouTube Movie to the appropriate UWEX Cooperative Extension YouTube channel after you have completed the online form located on our web site at:
