NEW ON THE LIST - Linda Thede is presently teaching at Kent State University in the School of Nursing and is also the Director of their Learning Resource Center. She has been involved with several University and School committees on distance learning and is interested in hearing what others have to say about the in's and out's.

UPFRONT - The Spring, 1997 'Distance Learning Catalog' and the December, 1996 'Distance Education Profile and Inventory' will be available for distribution mid-January.
. The 'Distance Learning Catalog' is complete with course schedules, and sidebar highlights. It includes expanded listings of credit and non credit courses offered via distance learning technologies by UW System institutions. For a copy contact your Continuing Education office or call ICS at 608-262-4342.
. The 'Distance Education Profile and Inventory' provides background information on distance education in the UW System, information on distance education units and special programs, definitions and maps of state technology networks, a listing of distance education credit and non credit courses at each of the UW institutions and technology inventory grids for the campuses and Extension. The 'Distance Education Profile and Inventory' will be distributed by DEC representatives at each institution and is also available by calling ICS at 608-262-4342.

"DESIEN - New Directions"

Initially DESIEN served as a communications channel for team participants of the 1994 University of Wisconsin Distance Education Symposium. As a result of participant input in the evaluation of DESIEN's first year, we will be expanding DESIEN to address a more comprehensive scope of distance education developments and issues, serving a broader group of distance education professionals in the field.
In addition, DESIEN will explore ways in which it can work more collaboratively with Wislrntec and with the UWEX Distance Education Clearinghouse. As these electronic tools develop, each is finding its specifically unique function. By looking closely at these functions, we hope to find ways in which we can complement each other.

UW CENTERS -
UW-EAU CLAIRE -
UW-GREEN BAY - has developed an innovative program, "Partnership for Learning". The program will build on an existing community partnership with CESA 7, the Chamber of Commerce, business leaders, private foundations and community members. The program focus is on improving the learning process for students, improving preparation of teachers, putting technology in the hands of more teachers and students and involving parents and the community. The partnership also includes creating a master's degree program at UWGB in education. The degree program will allow area teachers new professional development opportunities and will stress on-site preparation. Funding for the program is being sought from a variety of sources. The partnership will benefit 37 school districts within CESA 7, including 81,000 students, 6,100 teachers, 150 university faculty and 483,000 residents in Northeastern Wisconsin. In addition, UW-Green Bay will be offering an Instructional Technology Symposium in January that will include a number of the University Centers.

UW-OSHKOSH -
UW-PLATTEVILLE - is actively working with corporations to send courses via compressed video, with extra compensation for faculty. The institution is also implementing a distance learning workshop with CESA 3 between Platteville and Fennimore.
UW-RIVER FALLS - hosted the Nov. 21, 1996 Distance Education Committee (DEC) meeting. Agenda items covered discussion on ETN scheduling, the Distance Education Profile & Inventory, the new PK-12 Instructional Technology Project (under the VIT2AL umbrella), Campus Progress Reports, Site Support Update, July 25, 1996 Funding Policy and a DEC "vision" review. Five working sub-groups were formed: 1) Collaborative Programs, 2) Marketing, 3) Successful Programs, 4) Strategies for Overcoming Barriers and 5) Players and Identifying Emerging Issues. Sub-group priorities and potential products will be reported on at the next meeting, February 25, 1997 (via audioconference).
UW-PARKSIDE -
UW-STEVENS POINT -
UW-STOUT - is working with nine campuses to provide a Ph.D. in Technology. Stout, along with the other universities, will offer course concentrations; Southern Indiana University will grant the degree. Course delivery will start in the fall of 1997.
UW-SUPERIOR -
UW-WHITEWATER - On Jan. 6-7, 1997, UW-Whitewater will host the University of Wisconsin Instructional Technology Development Council Conference (UWITDC) - "Integrating UW System Campus Faculty Training and Development Programs: From 'Train the Trainers to Network the Trainers'". The purpose is to brainstorm with UWITDC members and key faculty advocates in instructional technology applications. It is hoped that the shared vision will benefit all faculty and students in the UW System campuses in a better teaching and learning environment.
Teams developed at each campus will attend. Progress Reports will be given by each campus on Jan. 6. On Jan. 7 a Master Chart will be developed of the faculty training and development programs and tentative categories will be set up. Discussion on the integration of these pieces will follow and a plan will be drafted with missions. "Mission-critical" groups will then be formed to identify and prioritize goals and objectives. Next, a draft of the "Integrated UWITDC Faculty Training and Development Programs" will take shape and be discussed. Finally, key resource persons will be decided on to continue the project by collaborating with the UWITDC Steering Committee.

It's no surprise to anyone that the web has become a powerful method of information delivery. The Distance Education Clearinghouse has grown right along with the web and strives to continually present new information to its users. During any given week, the Clearinghouse receives numerous email from all over the globe... questions ranging from the availability of a particular course to those wanting to know "how to get started" in distance education. Year-end
statistics show that the Clearinghouse site receives about 2500 "hits" per day. During the year, we have been accessed by over 50,000 unique host sites. The Clearinghouse now has almost 1000 "pages" of information.

FAIR USE, COPYRIGHT and STANDARDS
"Fair Use Guidelines Developed" - Educators and publishers, sponsored by the Consortium of College and University Media Centers (CCUMC) recently announced an agreement on fair use guidelines that will enable faculty and students to use copyright material in CD-ROMs and other multimedia projects without first having to obtain permission. The purpose of use must be for education, research or commentary. Such use will also be allowed without the need to pay royalties. The guidelines will also enable students to perform and display their own multimedia projects in the course for which they are created and in their portfolios as examples of their academic work.
There are limitation parameters on: 1) time (two years); 2) portion used (reasonable); motion media (up to 10% or 3 min.); 3) text material (up to 10% or 1,000 words - poems have their own
standard); 4) music, lyrics and music video (up to 10%, but no more than 30 sec.); 5) illustrations, photographs (in entirety, but no more than five images by one artist); 6) copying and distribution (two "use" copies, one may be placed on reserve).
While the guidelines are attracting the endorsement of many national organizations, they do not yet have the force of law. (CCUMC Proceedings, Fall Conference, 1996, pp. 111-119)
"International Copyright Accords Approved" - Geneva negotiators have approved international copyright accords that will help protect against worldwide software piracy and help lay the foundation for increased Internet commerce. This is a major victory for libraries, Web surfers and Internet service providers - temporary copies of materials made by computers while Web browsing are not considered copyright violations. The accords protect copyright owners, encourage content developers and yet afford access to information. "Information Management Systems Standards" - Educom's National Learning Information Infrastructure (NLI) has launched a new effort, dubbed the "Instructional Management System Project." The goal of the project is to develop and publish standards for information management systems, creating a common mechanism for organization and retrieval of Web-based instructional objects used in coursework, and providing a framework within which individual software objects or modules can be integrated. The project will ensure that instructional software developers will have a technical standard that allows modules to be shared among institutions and across a wide range of technical environments. FUNDING UPDATE
"Consulting Grants" - A limited number of 16-Hour Consulting Grants are available to interinstitutional planning groups for the purpose of facilitating the technical design of distance education networks. Requests should be submitted in writing and include a description of the project and rationale for the use of the services. "ETB/WATF Proposals" - The 1997 deadlines for the Educational Technology Board (ETB) and the Wisconsin Advanced Teleommunications Foundation (WATF) grants rounds are February 14; May 16 and November 14, 1997. For the August 30, 1996 grant cycle, 16 ETB cash grants totaled almost $3,667,000 and 7 WATF cash grants totaled almost $682,000. A November 29, 1996 cycle is now in the evaluation process. UW-MILWAUKEE JOB POSTING - UW-Milwaukee is opening up a new position at in the Dept. of Distance Learning and Instructional Support. The position is listed as an Outreach Specialist. This position will manage the day-to-day distance ed. logistics as well as handling some grant writing, program development and internal training. The required qualifications include a B.S. and 5 years related work experience. The person must be someone who has a good ability to think and act responsibly in a logistics management role. The major goal of the position is to help assure a quality experience for the student. The salary is in Range 4 $27,788-$41,682 with a midpoint of $34,735. The submission date is Feb 1, 1997. * ACHE 59th Conference: The Association for Continuing Higher Education (ACHE) is requesting proposals for its 59th Conference. Proposal Deadline is January 21, 1997. The Conference, titled "Access and Accessibility in an Information Age" will be held Oct. 25-28, 1997 at Penn State.

* The 18th ICDE World Conference, May 29-31, 1997 will be held at The Pennsylvania State University and will be presented in partnership with The World Bank. The conference is sponsored by The American Center for the Study of Distance Education (ACSDE) and the World Bank. Participation is expected from over 100 countries.
The ICDE World Conference will include the Fourth Pre-Conference Symposium on Research in Distance Education. The Symposium will focus on issues concerning distance education as a strategy in national development. Topics will include existing research on technology, program design, instructional methods and policy development with particular emphasis on Access and Equity, Cost and Quality, Cultural Identity and Technology Selection. A statement describing an agenda and strategy for further research focused on national economic and social development will be constructed by participants at the conclusion of the Symposium. * The "WebNet '97 World Conference of the WWW, Internet, and Intranet", Oct. 31-Nov 5, 1997, Toronto, CANADA is issuing a call for papers, short papers, panels, tutorials, workshops, demonstrations and posters. This annual conference serves as a multi-disciplinary forum for the exchange of information on the development, applications and research on all topics related to the Web and encompasses the use, applications and societal and legal aspects of the Internet in its broadest sense. The conference is organized by the Association for the Advancement of Computing in Education (AACE) in cooperation with WWW/Internet businesses & industry.

ENDNOTE - "UW Education Dept. Research Report " - A recently released Report by the US Education Department, "Building Knowledge for a Nation of Learners: A Framework for Ed. Research 1997", sets seven priorities for education research: 1) improve pre-kindergarten programs; 2) improve education at all levels with more creativity and real world learning; 3) improve teacher preparation and professional development, promote life long learning; 4) explore other types of schools (charter schools, home schools, etc.; consider omitting the senior year of high school, using the saved funds for pre-school and college preparation); 5) prepare diverse populations to participate fully; 6) promote learning in informal and formal settings, using out-of-school experiences; 7) understand the requirements for adult competence in civic, work and social contexts (especially the poor), promoting digital community rooms.
According to Education Secretary Richard Riley, the Report builds on " a foundation for education in the 21st century...and suggests the directions we should take as we work to better prepare our students and teachers for the future." Ted Sanders, co-chair of the National Educational Research Policy and Priorities Board, who helped draft the report, added that "educators need to develop ways to help Americans learn quickly...we need to understand how to develop "just-in-time" learning strategies that last a lifetime, so that learning opportunities can be structured and delivered exactly when the individual needs them." "Commercialize Research?" - New findings from Toronto-based Mercer Management Consulting Inc. indicate that it takes 6,000 scientific findings to generate a single successful new venture. Therefore, Mercer suggests that academic research and development efforts take on a more commercial focus: "As institutional budgets shrink and outside grants become scarcer, universities have more incentive to commercialize the results of scientific scholarship. The research conclusively shows that by adopting a business-world strategy toward commercialization of scientific research, not-for-profit research institutions can capture an enormous opportunity to replace diminishing internal budgets." DESIEN has been created to encourage information exchange and discussion of distance education issues concerned with: 1) UW Systemwide distance education progress and institution course/program development, 2) faculty/team development, 3) technology, 4) policy, 5) funding and 6) research. List recipients outside of the UW System are also welcome to join in with information contributions and discussion.
Each monthly issue will focus on an "area of interest", feature a regular column on the Distance Education Clearinghouse by Michele Jacques, contain an FYI section, and list future areas of focus. Your continuous input through updates, features, questions and dialogue will be instrumental in helping DESIEN evolve and grow.
