FIVE DIFFERENT BILLS INCLUDE FUNDING FOR NEXT-GENERATION INTERNET

Five of the 13 bills spending bills still to be dealt with by Congress when it returns to work this week include provisions for funding various federal agencies efforts to participate in building the Next-Generation Internet. Government efforts will parallel the university-sponsored Internet 2 activities. The agencies will work directly with the Internet 2 project to help tie its high-performance campus backbones into the larger national infrastructure. Under President Clinton's proposed spending plan, the Defense Advanced Research Projects Agency would receive $40 million; the Energy Department $35 million; the National Science Foundation and the National Aeronautics and Space Administration $10 million each; and the National Institute of Standards and Technology $5 million. The National Library of Medicine has said it will also try to commit $5 million to the project. (Chronicle of Higher Education 5 Sep 97)

PROGRAM OVERVIEW
As increasing numbers of educators explore the Web as a teaching and learning environment, many are struggling with issues of how to create and maintain meaningful interaction online. What is an on-line community of learners? How and why is one created and how can it be structured to achieve or enhance instructional objectives?

Faculty Strategies for Engaging Online Learners, a Web-based asynchronous computer conference, will draw on the experiences of faculty who are currently dealing with these issues in their own Web-based classes or courses taught through computer conferencing systems. These faculty members will lead a two-week discussion of both the pedagogical and practical aspects of teacher/student and student/student online communications.

This program is part of the Potential of the Web series that explore the challenges of designing and delivering university-level instruction on the World Wide Web.

WHO SHOULD PARTICIPATE
This conference is designed for faculty members, instructional designers, and academic administrators interested in improving their organizations' development of distance education through the World Wide Web. Participants will access the conference through the World Wide Web, using a graphical browser such as Netscape, Mosaic, or Internet Explorer.

Computer conferencing requires that you take the initiative to enter the conference; it will not show up in your mailbox. Since this asynchronous conference is Web-based, you may access it on your Web browser and bookmark it. It will be a very full and active professional development experience, probably comparable to a two day face-to-face conference. However, you may access it from the convenience of your office or home at any time, day or night. It will unfold quickly and you should plan for an hour or so each day to read and participate. Participants are encouraged to ask questions, share experiences and Web-based resources, and contribute to our understanding of this evolving environment.

Register early to ensure your space: Space is limited for this online conference. All registrations will be accepted on a first-come, first-served basis only. If all spaces are filled before October 15, IDE reserves the right to close registration.
