The commission will be developing a set of policy guidelines in the following areas related to Internet/Web use for education and training: Technology Trends, Pedagogy, Access and Equity, Technology Costs, Teacher Training and Support, Regulatory Barriers, Standards and Assessment, Accreditation and Certification, Intellectual Property, Online Privacy, New Learning Institutions, Research and Development and the Marketplace

The commission's mission "is to recommend actions to help ensure that all learners have full and equal access to the capabilities of the World Wide Web, and to ensure that online content and learning strategies are affordable and meet the highest standards of educational quality." The Commission will recommend policies to the President and Congress that will assist education leaders at all levels to incorporate Web-based learning strategies to improve education and achievement.
