NEW APRIL 1 FCC RULES ASSIST VISION IMPAIRED - According to new rules
instituted by the Federal Communications Commission (FCC) on April 1, broadcasters
will now need to provide narrator descriptions of on-screen events (about four hours per
week) for people who are visually impaired. The rules will apply to stations in the 25
largest markets, and includes cable and satellite operators with at least 50,000 subscribers.
The descriptions will be heard during breaks in the dialogue describing what the characters
are doing. These rules are part of a larger plan to make new technologies more accessible
to people with disabilities. See:
