EDUCATIONAL MEDIA COUNCIL

Fall 1998 Joint Meeting -- November 2 and 3, 1998

November 2, 1998
The Fall joint meeting brought together representatives from related University
of Wisconsin System organizations. The following were included:
- EMC Educational Media Council
- LTDC Learning Technology Development Council
- ITMC Information Technology Management Council
- CUWL Council of University of Wisconsin Libraries
- LAMS Library Automation Mangers
- Included with the ITMC was a special focus group of staff who support general access computer labs.
Monday "joint" sessions began at 10:30 AM with updates from UW System representatives and included:
- Biennial Budget Update HANDOUT 28 pages of budget-related information
- Nate Peters, Assistant Vice President on the overall budget
- Terri Jackel, technology components
- Ken Frazier, Director of University Libraries at UW Madison on the library components
- IT (computer) Survey review by Ed Meachen, Associate Vice President, Office of Learning and Information Technology
- Curricular Redesign Fund, Hal Schlais, Learning Technologies Coordinator
- Utility Services for Web-based Learning Systems, Hal Schlais

EDUCATIONAL MEDIA COUNCIL BREAKOUT SESSION
Monday, November 2 1:00 PM
"Soft-spoken" Jim Jorstad, (unfortunately?, Jim had laryngitis) EMC Chair, whispered the meeting to order at 1:00 PM.
Attending: Charles Cottle, UW-Whitewater; Steve Siehr, UW-Madison; Joe Hagaman, UW-Stout; Ted Steinke, UW Milwaukee, Ron Weseloh, UW-Stevens Point; Peter Nordgren, UW-Superior; Mark Vladick, UW-Baraboo, representing the UW Colleges; Ron Reid, UW-Oshkosh; Bob Fuller, UW-Eau Claire; Jim Jorstad, UW-La Crosse; Larry Dickerson, UW-Extension
Absent: UW-River Falls, UW-Platteville, UW-Green Bay, UW-Parkside
Guests: Rich Dirks, UW-Eau Claire; Terry Wirkus, UW-La Crosse; Lori Taylor, Purchasing Agent, UW-System. Many LTDC members joined the EMC for several joint discussions.
The Chair reviewed the agenda and began with his report.
- EMC Budget:
- Current balance is $150. It was agreed that assessments would be made only if meeting expenses (i.e. facilities, food, equipment, etc.) were incurred.
- WTC System Media Representatives and Linkages
- Jim contacted Marge Jeffers regarding EMC and Wisconsin Technical College linkages. They are interested in the following areas:
- Organizational information
- Facilities surveys
- DE activities
- New IT initiatives
- Campus staffing
- The EMC will move toward more official linkages to WTCS technology support staff by:
- Adding Marge Jeffers and Jack Jennerjahn to our e-mail list
- Inviting Jack to attend the EMC meetings
- Attempting to send an EMC representative to the WTC meetings
- The EMC will not pursue the WTCS linkage at the expense of our linkage to LTDC/ITMC/CUWL
- EMC/ITMC linkage - EMC Chair or EMC Representative will attend the ITMC meetings and continue to encourage joint meetings
- Governor's Wisconsin Educational Technology Conference
- Held in Green Bay in early October, over 1800 attendees from higher ed's, K-12's, CESA's and WTC's had three days of workshops, meetings and presentations with a technology focus technical to application.
- Next year, Milwaukee will be the site and attendance is expected to at least double.
- EMC focus includes:
- Looking to identify how this conference can achieve a greater UW presence
- Include more sessions that provide professional development for university support staff
- How IT/EMC staff can facilitate/provide more sessions
- How EMC can facilitate conversations about LTDC/ITMC/CUWL participation in the conference
- Ron Weseloh is on the planning committee and will carry our message and interest
- EMC Mission Review
- After lengthy discussion, the following items were identified:
- EMC to consider a name change with "media" as a focus of change
- Academic staff titling may be an issue for EMC discussions
- EMC should be linked especially close and collaborate with the LTDC
- EMC is perceived, by some, at UW-System as the "full-motion video" people
- Appointment of an "official" UW-System, OLIT representative is critical
- Focused discussion on roles and responsibilities represented by the breadth of EMC appointees include - not in priority order:
- Classroom design and support
- Distance education
- Web development
- Interactive media
- Digital media - acquisition, development, creation
- Digital nonlinear video/audio
- Multimedia
- Repurposing of traditional analog (slides, print, video, audio, text, graphics, etc.) and digital media
- Development of CD-ROM, CD and DVD (digital versatile disc)
- Oversee the integration of computer/media technologies
- Oversee migration of digital television to education
- Producers and directors of digital media creation
- Synchronous/asynchronous media development and management
- Consultants for campus technology
- Faculty development training and instructional design
- Technical support
- Next steps include:
- Executive committee draft of EMC mission for Council review prior to January meeting
- EMC Chair to prepare memo to Ed Meachen requesting identification of official EMC representatives from UW-River Falls, Platteville, Parkside and Green Bay
EMC JOINT SESSION WITH LEARNING TECHNOLOGY DEVELOPMENT COUNCIL
November 2, 4:00 5:00
Chair Jorstad provided an overview of the EMC discussion of mission with
an emphasis on linkages to UW-System and the LTDC. During the conversation,
the following were identified:
- Reaffirmation of the need for strong and close linkages of EMC and LTDCs
- Identification By Ed Meachen of Bob Jokisch as the EMC representative from System
- Affirmation by Ed Meachen of the need for the EMC, the diverse nature of its role in IT, the difficulty of communicating the diversity and importance and the need to have an EMC voice in UW System and budget planning
- Professional development needs of those attending the joint meeting
- The role of the GWETC and relationship to the various councils attending this joint meeting
- Consideration of the name of EMC changed to possibly ETC, Educational Technology Council
- Consideration of sponsorship by UW System, rather than UW-Extension
- Commitment to a joint committee/initiative to identify needs and develop a plan for possible professional development at the GWETC including: Patricia Ploetz, Bob Fuller, Hal Schlais, Jim Jorstad and Tricia
- Next steps:
- Following this joint session, it was agreed that the EMC Chair would prepare a memo to Ed Meachen reviewing our understandings from the discussion at the session.
EDUCATIONAL MEDIA COUNCIL
November 3, 8:00 AM
- "MiCTA" - Peter Nordgren
- "MiCTA" memo was circulated and discussed by Peter. It describes a 1999 Spring conference at the Abbey on Lake Geneva, May 3,4. This Michigan-based group is moving the conference out of state where Indiana, Illinois, Minnesota, and Wisconsin members can more easily attend. The focus in on voice, video and data and they are seeking presentations. Contact Peter for more details.
- Technology-related Budget Discussion Joe Hagaman
- Joe identified and reviewed four budgets that relate to responsibilities linked to EMC representatives' roles. They include:
- Lab/classroom modernization
- Classroom renovation
- Curricular redesign
- Infrastructure
- EMC representatives reflected on their roles, responsibilities and opportunities related to these funding sources. A significant diversity of access to and application of funds at individual institutions was identified.
- Next steps and issues for future consideration:
- Prepare a survey of campuses with a focus on classrooms, video/data projectors and computers in classrooms this was completed on a "preliminary" basis at the meeting. Membership will be given an opportunity to review before data is circulated beyond membership
- Invite John Jensen from DFD to attend the January EMC meeting to reflect on project processes and issues
- Survey institutions to determine linkages and organizational structures associated with EMC and LTDC representatives
- EMC Web Page Jim Jorstad
- With the return of his voice, Chair Jorstad led a discussion of the development of an EMC Web page. The following was identified:
- UW-LaCrosse will initially supply the development site and personnel to prepare the page(s)
- A process for maintaining the site needs to be defined
- The site will also reside at OLIT
- Initial content may include: Mission, membership, Institutions, agendas, minutes, initiatives/issues, best practices/classrooms, distance education
- Links may include: Each EMC representatives site at the local university, LTDC, ITMC, CUWL, GWETC, WTCs, Educational Communication Board and the DE networks, other professional and media/technology-related sites. . .
- Next steps:
- Jim and his staff will develop a preliminary site for EMC representatives to review prior to the January meeting.
- Distance Education Jim Jorstad
- Significant frustration has been experienced by the UW institutions that moved to the "J-series" codec for their full-motion DE networks during the last 4-5 months. Quality and external operation/service degradation's compared to "E-series" are causing some faculty to consider no longer offering curriculum via this delivery option. After considerable discussion, the following was identified:
- Support from the telecos (local Exchange Carriers) has been less than desirable
- Tektronix hardware and systems are of concern
- Ameritech and other telecos have not adequately trained their staff in this area
- Access Wisconsin may not have adequately prepared for the conversion
- Review Access Wisconsin e-mail regarding the issues and problems
- There needs to be better accountability and resource commitment by telecos to installation and services related to these networks
- DOA, Access Wisconsin, the telecos, TEACH and WADEN should be communicated with regarding the UW perspective
- MOTION:
- Moved by Nordgren, seconded by Fuller, that OLIT send a letter to Access Wisconsin expressing UW concerns and suggest solutions to problems with distance education networks operations and that the letter be shared with TEACH, DOA/BITM and WADEN. Passed unanimously.
- Next steps:
- EMC Chair will communicate with OLIT to move the action identified in the motion forward.
- GAPP 27 Steve Siehr
- Steve Siehr handed out a copy of GAPP 27 Ownership, Use and Control of Copyrightable Instructional Materials - which is also available on the Web at http://www.uwsa.edu/fadmin/fpppgapp.htm#if . Steve also provided the following handouts:
- "Technology and Intellectual Property: Who's in Control?", ACADEME, May-June 1998, p. 13
- "Intellectual Property, The rights of Faculty as Creators and Users", ACADEME. May-June 1998, p. 14-18.
- "Intellectual Property Rights, A Ticking Time Bomb in Academia", ACADEME, May-June 1998, p. 22-26.
- Issues and considerations like "Web Cops", copyright headhunters, and the need to review these issues on local campuses were discussed.

As a sign of the efficiency of the Chair, the meeting was adjourned at 11:30.
