Chairman Jorstad reviewed the meeting agenda. The minutes of the January 28-29, 1999, meeting were approved.
Discussion began with review of Version 4.0 of the EMTC Mission, Vision, Membership, Officers and Executive Committee document. The group suggested several editorial changes for the subcommittee to review. A revised document will be presented at the Tuesday meeting.
Ed Meachen suggested that Chairman Jorstad present the final EMTC document and discuss with Vice Chancellors and CIOs.
Classroom Computer & Projector Survey(s)

Survey
Purpose was to collect comparative classroom data from UW institutions to identify agreed-upon replacement cycles, replacement strategies, replacement funding sources and classroom support issues.
Classroom Critical Issues:
With this data, what is our next step?
Perhaps we should consider leasing classroom projection equipment as we
are leasing computers.
Outsourcing repair? Disposable philosophy: access to money to purchase,
but not access to additional staffing.
Leasing is becoming a trend in the marketplace because technology is changing more quickly. A question was raised about broad standardization within UW to gain price breaks and service/support. Schools and the corporate sector are leasing. Bulk buy? Dollars could be saved through standardization. There may be a leveling off in projectors like we have seen in computers. Maybe we won't need to be purchasing as frequently, but will still need to maintain.
Is there a way we could do this more cooperatively to maximize our resources --projectors plus other media in the classrooms to meet instructional needs. Portable technology consoles, etc.
Ed Meachen recommended that a condensed form of the presentation be shared with the Vice Chancellors to increase awareness of these classroom technology, replacement and support issues to better support teaching and learning in the UW. Very parallel to some of the desktop issues, staffing issues, etc. Getting the support of Vice Chancellors is critical to beginning this discussion and planning process. Where does this fit in the IT planning process? Classroom mod and capital funds have helped equip classrooms, we now need to give attention to replacement and support issues.
Restructuring and recreation of EMTC on VC agenda. One of first results would be the survey.
Institutions were encouraged to leverage student IT training funding to support classroom projectors, laptops, etc.
EMTC-LTDC Survey
Joe Hagaman (EMTC) and Patricia Ploetz (LTDC) provided an update of the
EMTC and LTDC membership survey regarding services provided. Response
rate 50-60% currently. Efforts will be made to get greater participation.
Plan is develop an FTP or web site. Executive Board of EMTC and LTDC to
review comments.
Patricia hopes to have report for May 4 LTDC meeting.

Bob Fuller: There are many positions and academic staff titles
relative to distance education. Program Manager, Media Specialist, Information
Processing Consultant. Some titles bring with it more salary than others.
Bob will talk with his campus Academic Staff person for the process and
information needed to talk further with UW System Human Resources. Distributed
Learning Specialist? Ed Meachen volunteered to assist the group. Others
who volunteered or were suggested included: Bob Fuller, John Grozik, Sue
Breskin, Hal Schlais, Kathy Finder, Kathy Christoph.
DVD-Learning How to Author and Create Programs
Wayne Abler, UW-LaCrosse, presented a session on DVD authoring. He addressed
issues and techniques surrounding formats, the planning process, encoding,
authoring and mastering. Reference: http://www.sonic.com for more information

Dave Lois, UW System Plans for Distance Education
Plans for video haven't changed. Pressed for compressed video over ATM.
Complementary to full motion systems. Hope to have it up for fall. Equipment
in, testing in process. System has accumulated BadgerNet dollars.
Questions were raised regarding K-12, scheduling regarding compressed video services and scheduling DS3 circuits. Chairman Jorstad volunteered that EMTC would work with Dave Lois on video over ATM project(s).
EMTC Document, Version 4.1
Discussion centered on incorporating changes is mission statement, goals,
verb changes, etc. as previously discussed. Motion was made and seconded
to adopt as written. Motion passed.
Video Projection - State of the Art and More
Darin Hillstrom, Tierney Brothers, Inc., Minneapolis, led a discussion
on video projection.

Tierney Bros. provides visual presentation, imaging and graphics products and services. Primarily serve Midwest; some national accounts.
In the projector industry there are about 30 manufacturers. Future projector trends: smaller, brighter, more features, longer lamp life, reduced cost, higher resolution, better picture quality, integration (systems), mass distribution, manufacturer servicing, dealer service packaging, and home theatre. Several manufacturers are producing HDTV projectors, supposedly. Handouts: UW contract
John Grozik, Rich Dirks and others will explore a videostreaming technology demo for the fall meeting.
Potential Fall meeting topics:
- Desktop videoconferencing.
- Copyright, intellectual property
- Videostreaming demo
- NetMeeting.
- Online course demonstrations by faculty.
Discussion with Ed Meachen. Several members expressed thoughts that we need to be working together. Our work is broader than University, so as we migrate to common delivery network, we need to do that gracefully. What lies ahead as DS3 contracts run out? Let's start the conversation now. What do we want to achieve? A subgroup will define the process and structure we would want to work toward. Bob Fuller and Rich Dirks will set up initial meeting.
