The Division of Water, Compliance, and Consumer Affairs (DWCCA) began offering videoconference training for municipal water utilities across the state of Wisconsin in October 1996. This videoconference linked 11 external training sites (over the course of four sessions) with the instructors in the Public Service Commission (PSC) office in Madison via WSTANet, the University of Wisconsin-Extension's (UWEX) compressed videoconferencing technology. About 225 individuals took part, representing 105 utilities. The response from participants was favorable, and DWCCA went on to present similar videoconferences twice yearly through spring 2000.
