Historical Context
Three phases of American higher education:
- Colonial colleges used teaching as the premise to educate and morally uplift the coming generation
- The Morrill Act of 1862 and the Hatch Act of 1887 were part of the movement that added service (outreach) to the mission
- Research took hold by the end of the 19th century and federal funding of research greatly accelerated in the 1940s reinforcing this phase
